Do we need a routing number when using Account-to-Account Transfers from RBS Citizens?

I found out today that Firstflight FCU is charging 5 dollars for incoming wire. I though incoming wire is free, is this right?

The wire transfer service at 53rd is great. They have an online Fifth Third Direct portal to issue a transfer online. Cool.
