Can I create a user for just wire transfer right from Corporate Administrator Access within the Eastern Bank TreasuryConnect Money Transfer system?

It cost me 10 dollars to wire a 40 dollars to my kid at LA capitol. I guest the fee is 10, but it seems alot to send a 40 dollar wire.
